UPDATE: Public consultation 23 January 2026: Fourth outline planning application for Mickleton received

UPDATE:

As part of the preparation for Mickleton Parish Council (MPC) to submit a response to this outline planning application, MPC held a public consultation at Kind George’s Hall on Friday 23 January.  Despite this being the fourth such meeting over the last three months, it being a Friday evening, and appalling weather, around 30 parishioners engaged in a lively discussion and made many excellent points.  Catesby Estates were invited, but declined to attend. Both of our district councillors were also unavailable, so the full hour was devoted to representatives from MPC listening and taking note of village views.

In addition to the well-established concerns over traffic and infrastructure (school places, access to healthcare, access to shops and leisure facilities, viability of public transport, places of employment) a number of comments related to the specifics of this application. These included incorrect definition of a footpath, concerns raised from archaeology reports and from biodiversity considerations, apparent errors and selective-data choices for traffic information and failure to address areas of landscape impact, particularly in relation to the proximity to Norton Hall. The comment most expressed was the fact that this application is on land not previously even considered for development that pushes completely outside the village boundary. Development here could open the floodgates to other ‘infill’ developments.

A request was made of MPC to ask for an extension to the deadline for responses from the public.  This is in part due to the application having been made over the Christmas and new year period, but also because of the number and complexity of documents submitted by Catesby. Martin Perks from CDC Planning, and the case officer for this application, responded as follows:

“The 6th February is the end of the statutory consultation period within which the Council cannot issue a decision. However, the Council will continue to take comments into account after the aforementioned date and up the time of determination. However, it is advised that comments are received as soon as possible in order to provide more time to fully address any concerns that have been raised. In this respect, it would be helpful if comments could ideally be received before the 25th of February.”

Catesby Estates has submitted its outline planning application to Cotswold District Council (CDC) for 170 new dwellings at Broadway Road, and Mickleton Parish Council (MPC) is holding a public consultation regarding this application:

25/04010/OUT for the demolition of buildings and erection of up to 170 new dwellings, public open space, landscaping, sustainable drainage system (SuDS) and creation of associated vehicular access point to Broadway Road and other associated infrastructure. (Some matters reserved).

This consultation is to allow villagers to share their opinions about this proposed development.

MPC has requested an extension to its deadline for comments, which has been granted by CDC, so it will be submitting its comment to CDC following its full council meeting in February, and public feedback will help to inform this comment.
