UPDATE: Public consultation: Wednesday 7 January 2026 at 6pm in King George’s Hall
Thank you to everyone who attended the public consultation held on 7 January 2025 regarding application 25/03351/OUT Outline planning application for up to 95 dwellings with associated access and infrastructure, all other matters reserved, at Land North of Tops Nursery.

Newland Homes has passed on the information below that were not discussed in detail due to time constraints and wanting everyone to be able to ask as many questions as possible.
- BNG/ecology – there was a question relating to BNG and ecology measures.
Current legislation for BNG requires 10% net gain, this can be achieved on or off site (depending on the site circumstances). All aspects of BNG including future management and maintenance, and all aspects are secured through the S106.
In terms of ecology, the council will normally apply a planning condition to an approval, this secures all mitigation requirements. This could be in the form of enhanced planting or bat/bird boxes etc. Newland Homes also provide hedgehog highways on all of our sites regardless of the councils requirements.
- Highways – there were a few comments relating to the Highways consultation response which I would like to address.
Travel Plan – brief details of the Travel Plan are included within the Transport Statement. We would not propose to provide a fully detailed Travel Plan until reserved matters stage, this is so that the details within the Travel Plan are tailored to the detailed plans at Reserved Matters stage. This is not to avoid providing the information, more to ensure it is correctly provided in line with detailed plans.
Incorrect information within the Transport Statement – our transport consultant has checked the measurements from the site to the bus stop. The 375m quoted relates to a route through our previous development which then links through to the bus stop on the High Street. This would be via the new pedestrian link from the site, rather than along Broadway Road. The distance the highways officer is quoting would be via Broadway Road, this route does not have a footpath. The walking distance to the bus stop will vary, depending on where you take this distance from within the site. For example; if you were on the far west of the site, the distance would be greater than if you were on the east of the site.
- CIL and Section 106 contribution – I did review the information relating to CIL prior to the meeting. The strategic fund has a list of projects that CIL money will be used for, the expansion/replacement of Chipping Campden doctors surgery and the expansion of Chipping Campden Secondary school are both on this list, along with highway improvements (although I couldn’t see this was specific to Mickleton). The Parish also receives 15% of any CIL payments made (this is increased to 25% if MPC has a Neighbourhood Plan). Should our application be approved, we would pay CIL at certain trigger points through the life of the site, for example the first payment is made prior to commencement.
S106 – we do not have information from the council for S106 contributions yet. The required contributions are normally provided from the various council consultees, for example; highways, education, open space etc. and then included within the S106 agreement which is signed by all parties.
- Contamination – as mentioned, we have carried out some initial testing and have identified contamination in some areas of the site. You will be aware of part of the sites previous use and being classed as brownfield. The council encourage development on brownfield sites. We will carry out further surveys on the site and a remediation strategy will be produced which will provide information relating to how contaminated areas will be dealt with.

Newland Homes has now submitted its outline planning application for 95 dwellings at Land North of Tops Nursery.
This consultation is to allow villagers to share their opinions about this development. The parish council has requested and received an extension to the consultee feedback date, and will be submitting its comment to Cotswold District Council in January, and public feedback will help to inform this comment.
