Neighbourhood Plan
On 25 February 2026, Mickleton Parish Council (MPC) voted to make an application to Cotswold District Council (CDC) for the creation of a Neighbourhood Plan (NP). Good news: MPC's application has been approved. Below is an overview to introduce the topic of the NP and FAQs.
What is a Neighbourhood Plan?
A Neighbourhood Plan (NP) is a community-led document that sets out planning policies and guidelines for the future development, design and use of land in a specific local area. It allows local residents and businesses to have a direct say in shaping development in their community. Once adopted, a NP becomes part of the statutory development plan for your borough or district. Local councils use these policies when deciding on planning applications in the area. A plan can:
- Shape growth: Influence the types, scale, and design of new homes, shops and offices being built.
- Protect the environment: Identify and safeguard local green spaces, community facilities and heritage assets.
- Address specific needs: Identify specific sites for development or establish design codes ensuring new builds match the character of the neighbourhood.
While NPs give communities a powerful tool, there are limitations:
- They cannot block development:
- They cannot prevent or block the necessary housing or commercial developments that are already allocated in the wider local authority’s Local Plan.
- They cannot propose less development: Plans cannot set policies that propose less growth than is already mandated by the overarching strategic Local Plan.
