Explanation from Cotswold District Council on the Local Plan Update
A number of people have queried the proposed updates to the Local Plan regarding further development in Mickleton.
If anyone has any queries, District Councillor Gina Blomefield is happy to answer questions: gina.blomefield@cotswold.gov.uk
Cotswold District Council’s Senior Planning Officer, Matthew Britton, has provided the following information, and a copy of the Mickleton part of the Local Plan update is here to view.
- Paragraph 7.20.4 explains why no sites were proposed to be allocated in Mickleton around 2017 when the Local Plan was being prepared and examined. At that time, there was a lack of developable and deliverable land in Mickleton.
- We are now partially updating the Local Plan. As you know, since 2017 we have updated our Strategic, Housing and Economic Land Availability Assessment. Further land has been assessed and there is now some potential land that may be suitable for allocation in the Local Plan in the future.
- Paragraph 7.20.4 does not safeguard Mickleton from further development, which some residents had thought from the feedback we’d previously received – hence why we believe this paragraph is causing confusion. Notwithstanding this, the attached partially updated Local Plan policy does not include any proposals for additional site allocations in Mickleton. Deleting this paragraph makes no difference to the Mickleton policy in practice.
- As you also know, the Council is now looking at ways to meet development targets up to 2041 in a new Local Plan covering a period between 2026 to 2041. It may be that some additional development is needed in Mickleton for this period. Please note, we are at the very beginning of the process of creating a new Local Plan and are not at the stage yet of specifying sites.
- I hope this explains why the paragraph is proposed to be deleted.
